Akkurat nå er situasjonen for grotesk til at jeg har overskudd til å diskutere med KrF-ere som på autopilot forsvarer Israels forbrytelser.

Og dermed er den norske skyttergravskrigen til å kjenna att, og scena klargjort for ein lite opplysande debatt av typen me har sett tusen gongar før.

Eg er verken KrF-ar eller på autopilot, men når Fredrik Mellem seier han ikkje ser eit einaste godt argument mot boikott av Israel er det likevel eit openbert spørsmål som melder seg: Trur Fredrik Mellem ein boikott vil gjera noko som helst betre?

Det meste av forsking på området konkluderer med at både økonomiske sanksjonar og andre generelle boikottar har lite for seg, sjeldan verkar og gjerne jamvel verkar mot si hensikt. I tillegg er ein generell boikott moralsk tvilsam, det er ein form for kollektiv avstraffing – ein variant av det same som mange på venstresida ofte kritiserer nettopp Israel for (og ikkje sjeldan med rette).

Eg har lite til overs for dei sitjande israelske myndigheitene, sjølv om eg synest mykje av kritikken Israel vert møtt er relativt karikert. Eg har derimot stor sans for israelsk fredsrørsle. Ei tid attende var eg i kontakt med ein representant for organisasjonen PeaceNow, og eg spurte om deira syn på boikott. Her er svaret:

Peace Now appreciates foreign support for a two state solution and concern for the suffering of both Palestinians and Israelis, Christians, Muslims and Jews, however we oppose the use of divestment/boycotts as a vehicle to further peace.

The ongoing conflict between Israelis and Palestinians and escalations in violence leads only to distrust on both sides. The parties in the conflict must all make sacrifices in order for there to be peace.  Neither party is blameless.

Moderates around the world must work together to bring about a negotiated two-sate settlement in which sovereign Israeli and Palestinian states can live side by side securely, peacefully and with justice.

Divestment and Boycotts have broad implications in terms of relationships, but not in a positive way.  Divestment/ Boycotts hardens hearts.  It misunderstands the parties in the conflict and the need for balance. Selling shares in a company that sells to the Israeli government will not result in Israelis embracing territorial compromise, nor will it cause Palestinians to reject violent elements within their society.  Each party is informed by a far more complicated set of factors than private investments.

The cause of peace demands that everyone strives to understand the complex set of realities that face all of the parties.  And that we work to reconcile differences.  Investments can be used in ways that promote coexistence and cooperation, instead of boycotts, there are many peace promoting and educating programs and initiatives that need support.
We believe that we must reject punitive, divisive measures such as divestment/ boycotts and embrace a balanced approach to peacemaking that will foster dialogue, understanding, and trust.

Opposition to Israeli policy is no sin,but the kind of overwhelming imbalance that divestment and boycotts plans are bringing to bear, can only make it more difficult to attain the just peace we all claim to want.

Uri Avnery, ein av dei verkelege veteranane innan israelsk fredsrørsle har også skrive om dette, og han skriv:

All who wholeheartedly want to help the occupied Palestinian people would be well advised to keep well away from the idea of a general boycott of Israel. It would push all Israelis into the arms of the extreme Right, because it would reinforce the right-wing belief that “All the world is against us” – a belief that took root in the years of the Holocaust, when “all the world looked on and kept silent”. Every Israeli child learns this in school.

A focused boycott against specific organizations and corporations that actively contribute to the occupation can indeed help in convincing the Israeli public that the occupation is not worthwhile. Such a boycott can achieve a specific aim – if it is not aimed at the collapse of the State of Israel. Gush Shalom, to which I belong, has for 10 years been organizing a boycott of the products of the settlements. The aim is to isolate the settlers and their accomplices. But a general boycott on the State of Israel would achieve the very opposite – to isolate the Israeli peace activists.

Eg veit ikkje om dette framstår som vektige argument for Fredrik Mellem. Men for meg er det vanskeleg å oversjå det PeaceNow og Uri Avnery her seier.

Ein kan diskutera innhaldet i kritikken av Israel (ein diskusjon eg her let liggja), men at kritikk av Israel kan vera rimeleg og ofte er det, er det liten tvil om. Det er fornuftig å vera for boikott av enkeltselskap, dersom desse er skuld i overgrep, og det er på sin plass å gå inn for at det ikkje skal handlast med våpen til og frå Israel (sjå denne artikkelen i Ny Tid nyss). Men det er ikkje rimeleg å straffa israelsk fredsrørsle for at dei framleis ikkje har vunne kampen for fred.
